  1. ​CALL TO ORDER AND WELCOME
    Interim Provost and Vice President of Academic Affairs, Karen Moranski, welcomed the committee and began the meeting at 8:30 am.
  2. APPROVAL OF THE AGENDA AND MINUTES
    Moranski introduced the agenda and asked if there were any additions. Hearing none, Moranski requested a motion to approve the minutes of the April 15th meeting.  Minutes were approved unanimously.
  3. ANNOUNCEMENTS FOR THE GOOD OF THE ORDER
    The Budget Forum Roundtable will happen after the meeting. All are welcome.
  4. GOVERNOR’S MAY REVISION
    Lupei mentioned that the final May revision will be released 5/14/21. The recent news mentions that there will be a large budget surplus. While the details of the final allocation were not available at the time of the meeting, they can be located here.
  5. HEERF PRELIMINARY
    ​There have been 3 Federal Stimulus Funds for Higher Education
    1. CARES (March 2020)-$9.76 million
    2. CRRSA (December 2020)-$14.89 million
    3. ARPA (March 2021)-$26.22 million


The $50.86 million in funding from these stimulus bills have gone into the Higher Education Emergency Relief Fund (HEERF).  Collectively, they are referred to as “HEERF Funds”.

Specific amounts of each bill must be used for student aid. The use of the remaining funds must be associated with the pandemic. This can include recovering lost revenue or reimbursement for expenses incurred dealing with issues related to the pandemic.

This includes technology costs related to distance learning and working, faculty and staff training for distance learning/working, and monitoring and suppressing the coronavirus. All use of these funds must be documented and reported to the Department of Education.

​Preliminary plans for the HEERF II and HEERF III funds distribution are as follows:

  1. Lost Revenue-49.2% ($20.2m)
  2. Student Aid and Outreach-41.3% ($17.0m)
  3. Monitor and Suppress Coronavirus-5.6% ($2.3m)
  4. Technology, Training & Instruction-3.1% ($1.3m)
  5. Direct & Indirect Cost Recovery-.7% ($306.6k)

Mel asked if funds are available to undocumented students. The general understanding is that it will be available, and Jerlena provided information from CSU’s Federal Relations Team confirming that assertion.
 

  1. 21-22 PBAC Goal Planning and Committee Accomplishments
    Lupei discussed the accomplishments of the group and was very happy with the progress of the group. Hayley is preparing the PBAC Annual Report to be sent to the President.
